It's an event organized by The Neocities Club on Tumblr, pretty much anyone can join and make a page!
everyone who wants to participate could make their own Halloween themed page and near the bottom put their own custom little graphic "treat" (like a blinkie or button since there's templates for those or even just anything!) and at the very bottom there could be your "treat bag" as a gallery-like collection of everyone else's treats to show that you visited their Halloween page! like website trick or treating!
I don't have many treats to give right now but I want to add more!
So until I figure out how to best draw spooky fish in little
costumes, watch these spooky fish in the meantime!
